About MPact

MPact Global Action for Gay Men’s Health and Rights was founded in 2006 by a group of activists concerned about HIV-related disparities as well as stigma, discrimination, violence, and criminalization experienced by gay men and other men who have sex with men in all parts of the world. MPact is now an established international advocacy network dedicated to ensuring equitable access to HIV services to all gay men while promoting health and human rights. We are directly linked with nearly 150 community-led organizations across 62 countries and thousands of other advocates through its various social media platforms. With a staff of 8 and an annual operating budget of $2.6 million USD, MPact accomplishes its mission by watchdogging governments, funders, and other decision-makers; strengthening capacities of community-led organizations and healthcare providers; supporting the proliferation of networks led by gay men; conducting and commissioning research; and facilitating inter-regional information exchange.

Project Goals 

Policy Analysis Scope of Work: 

MPact is looking for ongoing support in analyzing and responding to reports, publications, potential laws, funding strategies, and other public policy matters that affect the people it serves. MPact receives a constant stream of reports and other materials and offers subject matter expertise and advocacy to ensure that gay, bisexual, trans and queer men’s health, lives, and rights are respected and advanced. Consultants will support MPact staff in analyzing important public policy discourse and materials helping MPact weigh in where needed. Specific activities include: 

  • Reading and analyzing materials provided by MPact staff and providing thorough, timely summary briefs
  • Research support on emerging policy areas or problems as directed by MPact staff
  • Thought partnership and strategic support for MPact staff as they navigate policy and advocacy issues and conversations
  • Supporting MPact responses and messaging to public policy problems as they arise and providing timely support to communications efforts
  • Supporting MPact staff in content creation for public policy presentations, meetings, and other actions

Necessary Skills & Qualifications: 

  • Subject matter expertise in public policy, HIV, LGBTQ rights, global health, multi-lateral funding and policy mechanisms
  • Excellent research and writing skills
  • Ability to be responsive to staff requests and adhere to deadlines 
  • Timely responses to urgent problems or opportunities as needed
  • Ability to meet virtually with MPact staff at least once a week 

Anticipated Outcomes

  • Increased policy and advocacy capacity
  • Enhanced voice of MPact in relevant public policy conversations 
  • Refined messaging on important public policy and funding issues relevant to MPact’s mission 

Timeframe: 8 months

April 1, 2022 – December 31, 2022

Hours & Compensation:   

$3,500 monthly retainer 

$28,000 total  

Qualifications

We are seeking a consultant or consultancy team with:

  • Prior experience working with global policy issues;
  • Previous experience in analyzing public policy and laws;
  • Familiarity in global health, HIV, international development, and human rights;
  • A track record in objective, constructive writing;
  • And knowledge of policies and multilateral organizations involved in HIV, LGBTQ and human rights

 

Requirements

Candidates must:

  • Possess five years or more of experience working with public policy;
  • Be able to communicate via email, skype, Zoom video conference in English;
  • Be able to show proof of general and professional liability insurance (if based in the U.S.); and
  • Have a bank account that accepts U.S. Dollars.

We are inviting proposals of no more than 2-3 pages that include the following:

  • Statement of interest in the scope of work described in this RFP;
  • A description of qualifications with links to examples of previous and related work;
  • A clearly articulated plan for operationalizing the scope of work described in this RFP and a strong justification for the approach being proposed; and
  • Consultancy fees or quotes that cover proposed work.
