Repeal of the #GlobalGagRule Is a Win for LGBTI People Worldwide

MPact commends the Biden administration for putting forward a plan earlier today to repeal a Trump-era policy which prohibits recipients of U.S. government funding from offering information, referrals, or services for legal abortion, regardless of whether or not these services are offered through alternative sources of funding.

Referred to as the “Global Gag Rule,” this damaging policy forced many recipients of Title X funding, including Planned Parenthood and others, to withdraw from U.S. government-funded programs. This had a drastic impact on these organizations’ ability to offer HIV-related services not only for women but also for LGBTI people and other marginalized communities around the world. 

The repeal of the Global Gag Rule is an important first step, but it still does not mean that U.S. government funding can now be used for abortion, as this is still prohibited by the Helms Amendment. There is much more work to be done to advance the sexual and reproductive health and rights of women and LGBTI people worldwide.

That is why we are proud to endorse the Global Health, Empowerment and Rights Act (also known as the #GlobalHERAct) which would prevent a future American president from unilaterally and arbitrarily reinstating any type of Gag Rule. We stand with Members of Congress, including Representative Barbara Lee who represents Oakland, California, where MPact is headquartered, who are working to ensure that the politicization of reproductive health programs never again endangers lives, undermines the work of healthcare professionals, and creates chaos in global health systems.

MPact echoes calls from around the world for a full and complete repeal of all domestic and global gag rules. We will continue to advocate for unfettered access to affordable, high quality, and stigma-free services for all.
